WHAT IS A PLAN OF CONSERVATION AND DEVELOPMENT (POCD)?
A Plan of Conservation and Development (POCD) is a long range comprehensive plan that lays out a blueprint for the town over the next decade. The plan will:
-
Outline a shared vision for the future of the community
-
Guide decision-making on housing, land use, transportation, infrastructure, economic development, the environment, municipal and public facilities, and more
-
Provide a framework for actions that align with the community’s goals
-
Support sustainable growth, environmental stewardship, and community resilience
Farmington’s updated plan will balance growth, innovation, preservation, and quality of life, while always striving to create a more sustainable and resilient future. By thoughtfully planning for development, protecting natural and cultural resources, and investing in our infrastructure and community resources, the Town can adapt to changing needs and continue to thrive for generations to come.

Why Are We Updating This Plan?
Section 8-23 of the Connecticut General Statute requires each town and city to adopt a POCD every 10 years. All plans must be consistent with the Regional Plan of Conservation and Development and the Connecticut Conservation and Development Policies Plan. Additional requirements are outlined in the state statute.
